David Felper Quoted in Worcester Telegram’s “With St. Vincent declaring impasse, what’s next for hospital, nurses on strike?”
The strike at St. Vincent hospital started on March 8, 2021. After months of stalemate, the hospital officially declared an impasse in negotiations on October 13. However, the union is now saying that the impasse was illegal because it was not done in good faith, leading the union to file an unfair labor charge with the National Labor Relations Board. The Worcester Telegram spoke extensively with David Felper about this charge:
“In all cases, and I can’t think of any otherwise, it would be the employer who would be declaring the impasse because typically the union is holding out for anything different,” Felper said. “So, it is typically the employer who would declare impasse and implement the conditions of employment.”
