The Andover Townsman referenced Joshua Lee Smith in an article published on May 19 discussing the Andover Village Improvement Society’s interest in obtaining the permanent right to cross over a tract of land owned by a National Grid. The utility company already offers the public a temporary, but ongoing right to traverse its land, but the society is seeking to secure a permanent arrangement, which it claims will help to consolidate several real estate projects currently underway in the area.
